feat(e2e): support RPC v2/v3 cloud activation and deactivation - #3509

What are you changing?

The following changes are made in this PR:

• Support cloud activation and deactivation for RPC v2/v3
• Generate activation and deactivation command candidates for all supported versions and TLS modes.
• Generate v2-style (-json, -tls-tunnel) and v3-style (--json, --tls-tunnel) flags.
• For AMT ≤18, Support both TLS-tunnel and no-tunnel activation/deactivation paths.
• For AMT >18, Support for TLS-tunnel variant only.
• Added optional RPC_BINARY environment variable for local test execution.
• Detect RPC version via RPC_VERSION environment variable.
• Improved amtinfo parsing when RPC emits log records before the AMT JSON payload.
